| To date, the Navy has funded over $11 billion to commercialize SBIR/STTR technologies. |
SBIR/STTR Reauthorization
Effective October 1, 2025, legislative authority for the SBIR and STTR programs has expired, and without reauthorization, the Department of the Navy SBIR/STTR Programs have limited authority to operate. Activities are impacted as follows:
- No new Department of War solicitations/topics will be released. FY26 solicitation releases (pre-release, open, and closing) dates will be clarified following program reauthorization.
- The September 2025 (Release 12) topics will remain in the pre-release phase until the programs are reauthorized. Topics will open on the first Wednesday following program reauthorization. Closing dates will be extended accordingly to maintain a four-week open period for proposal submissions.
- Active awards remain valid, however incremental funding or other modifications could be delayed.
- Only proposals selected from solicitations issued prior to program lapse may be awarded.
- Phase II and Phase III opportunities are still available if proposed to and/or awarded under FY2025 or prior authority.
DSIP Support remains available to assist users with questions and account issues. Please monitor DSIP for the most up to date information regarding SBIR/STTR Program impacts specific to program reauthorization.

NAVY Launch is an intensely focused program for Navy SBIR Phase II awardees to explore, define (or redefine), and implement a commercialization strategy. Navy Launch has presented 8 virtual Commercialization workshops and now will be presenting 3 Private Capital Forum Events.

[3/11/26] Navy SBIR Office Hours
The Navy SBIR will host its next virtual Office Hours on Wednesday April 29 at 12:00 p.m. ET. This is a one-hour virtual session dedicated to guiding you through DON SBIR/STTR program as well as updates, and allowing you the space to ask questions.

[09/24/25] DoW and Navy SBIR/STTR BAA Calendar
The DoW 25.4 SBIR and 25.D STTR Release 11 closed at 12:00p ET on September 24, 2025. The DoW 25.4 SBIR and 25.D STTR Release 12 scheduled to open on September 24 is on hold pending Congressional SBIR/STTR Reauthorization.

The list of selections is an ongoing process that may take several weeks to complete. Current selections for Navy 25.4 Release 11 SBIR are now being posted.
A selectee is a company selected for further consideration, meaning that the proposal is of interest, but the final decision and contract negotiation is not complete.
Being listed as a selectee on this website is NOT a notification of contract award.

It is the policy of the Department of the Navy (DON) SBIR/STTR programs to only accept and evaluate proposals received in accordance with the SBIR/STTR Policy Directive (PD):
- In response to stated Agency topics contained in a Phase I [PD .4(a)] or direct to Phase II [PD .4(b)(1)(ii)] solicitation issued by DON
- In response to DON Phase I contract deliverable requirements for merit-based Phase II evaluation [PD .4(b)(4)]
- In response to a Request for Proposal for a sequential Phase II as a follow-on award to a current DON award [PD .4(b)(5)]
- In response to a Request for Proposal for a subsequent Phase II from a firm that has a Phase I award from another agency. [PD .4(b)(7)]
A Selectable, Not Funded proposal from another Agency is not a proposal in response to a DON solicitation nor is it an award that can be leveraged as a sequential or subsequent Phase II.
